Urban safety is recognised globally as an essential ingredient of urban development. Because cities experience higher rates of crime than semi-urban and rural areas, safety challenges impose severe limitations to their growth and development, as well as quality of life of residents. In South Africa, uneven spatial distribution of safety affects the overall inclusivity, efficiency and functioning of cities.
